The Commonwealth of the Northern Mariana Islands is considering a potential ban on all cellphone usage behind the wheel. At the moment, only persons younger than 18 are barred from using their cellphones while driving. That law even makes it illegal to talk or text on a phone using hands-free technology. The proposed bill was filed yesterday and will now be considered by the House. If passed, texting and talking on a phone would become illegal for all drivers, but there would be certain exceptions for emergency officials and those attempting to contact emergency officials. The hands-free ban applicable to teens would also not come into play. The measure as it stands would entail a $50 fine assessed against offenders, a number which doubles for subsequent offenses.
