Hopes for a texting and driving ban at the state level in South Dakota have been squashed by the House Judiciary Committee. The bill, which had previously been passed by the Senate, failed to muster the votes necessary to be put forth in front of the entire House. This is despite the fact that 18 persons testified about the need for a ban while absolutely no one testified against it. Victims and those responsible for texting accidents were among those in support of the measure, yet legislators expressed concerns about the law. They worried that enforcement would be too difficult, something somewhat refuted by the Mitchell Public Safety Chief when he stated that people tend to obey laws just because they’re in place.
