Four months or so have gone by since Sioux Falls, South Dakota enacted a ban on texting behind the wheel, yet the difficulty of enforcing this law continues to remain apparent. Police in the area have issued a scant two citations in that time period. Residents express skepticism that this is a sign of people cutting their texting habit to comply with the law. To determine whether or not texting and driving is as prevalent as many citizens assume it to be, a local news crew rolled cameras for about two hours in a bid to spot persons texting at the wheel. Their investigation determined texting was taking place a couple different times, but there were numerous situations in which a person was looking down. In those instances, it was difficult to determine if the driver was indeed texting, an obstacle that no doubt impedes enforcement ability.
