The Wahpeton, North Dakota City Council made a few important decisions recently, including passing an ordinance regarding distracted driving. The amendment that was passed states that it is illegal to read or send messages from handheld devices while behind the wheel. If you are a minor. you cannot be on your phone at all. Violators will incur a $100 fine ($20 for minors).
