Texas Columnist Favors Insurance Incentives Over Texting Ban

A columnist in North Texas feels as though trying to ban texting while driving is a losing effort for a variety of reasons, including the fact that other activities besides texting can also distract drivers. She feels that making it illegal would only further the misuse of texting because drivers would be more prone to lay phones on their laps in order to hide them from police, which might cause an even more dangerous distraction. According to her, one of the most feasible plans of action would be for insurance companies to offer incentives to encourage drivers to refrain from texting while driving.
