Marines at Camp Pendleton Marine Base in California are among the many drivers who fail to obey a state law prohibiting drivers from using a hand-held device while operating a motor vehicle. On any given day, at least one Marine on the base is pulled over for violating this law, according to data from the provost marshal’s office.
